Zambia and Mozambique are moving to strengthen joint security operations as terrorism, human trafficking, drug trafficking, poaching, smuggling and illegal migration continue to threaten the two countries.
The issue took centre stage at the 14th Session of the Mozambique-Zambia Joint Permanent Commission on Defence and Security (JPCDS) held in Maputo from 9 to 11 September 2026.
The meeting brought together senior defence, security and government officials from both countries to review what has been done since the previous session and agree on new ways of dealing with common security threats.
The Zambian delegation was led by Ministry of Defence Permanent Secretary Maambo Haamaundu, while the Mozambican delegation was led by Permanent Secretary in the Ministry of National Defence Casimiro Augusto Mueio.
One of the biggest concerns raised was the continued threat of terrorism in northern Mozambique.
The Commission noted that terrorist activities, particularly in some districts of northern Mozambique, remain a serious security concern.
It consequently called on the defence and security wings of both countries to step up cooperation, including sharing intelligence and information, to prevent the threats from spreading and to deal with emerging security challenges.
The two countries also raised concern over cross-border crimes, including illegal migration, smuggling of goods, poaching, drug trafficking and human trafficking.
The Commission said these crimes continue to be recorded and require stronger joint efforts between the two countries.
Beyond security, the meeting also looked at political and economic developments in Zambia and Mozambique.
The Commission observed that both countries had remained relatively politically stable and that their economies were generally on a positive path despite global problems, including conflicts in Europe and insecurity in the Middle East.
The conflicts have continued to affect fuel prices and the cost of other important inputs.
The meeting also carried a political significance for Zambia.
The Mozambican delegation congratulated Zambia on holding its 13 August 2026 General Election and congratulated President Hakainde Hichilema on being ushered into his second term.
Zambia, in return, congratulated Mozambique on its 7 September Victory Day, which commemorates the signing of the Lusaka Agreement in 1974.
The 14th session ended on a friendly note, with Zambia inviting Mozambique to the next Joint Permanent Commission on Defence and Security meeting, which will be held in Zambia in 2027.
The two countries have described the continued meetings as part of efforts to maintain their long-standing relationship while dealing with security threats that do not stop at national borders.
